BMD owns and oversees the roads, the potable water system, the common-area landscaping, and the irrigation system serving West Buttermilk, Eagle Pines, East Owl Creek Ranch, and Owl Creek Ranch. (It should

be noted that BMD does not own Owl Creek Road or any of the roads in Owl Creek Ranch and East Owl Creek – these are owned and maintained by Pitkin County.) The annual property taxes paid by each resident in BMD comprise a portion of the annual operating revenue for the District, and also service debt for the water facilities and roads constructed in 2003 and 2004. Residents pay a mill levy to the District as part of their total tax bill, and the mill levy is dependent upon the taxing area within the District. For example, a resident in the Eagle Pines area pays only a road tax area mill levy while a resident in Owl Creek Ranch and East Owl Creek pays only a water tax area mill levy. Residents who live in West Buttermilk pay a combined road and water mill levy since those residents benefit from both the new roads and the new water system.

The District’s legal water supply permits the withdrawal of 107 acre-feet per year of water (34,863,810 gallons) from a shallow aquifer near Owl Creek Road. From the District’s well field, water is pumped approximately four miles and 800 feet in elevation to an above-ground storage tank in the West Buttermilk area. Water then travels by gravity to homes in West Buttermilk, East Owl Creek Ranch, Owl Creek Ranch, and the Airport’s Regional Fire Facility. The water may be used for domestic and irrigation purposes within the limitations described above.

The District participates in the Special District Association of Colorado, a property & liability pool and support association of small local governments such as BMD. The Association provides board members and district staff with invaluable resources on a variety of subjects, including insurance, statutory changes that affects Districts, and board member responsibilities.

About the District

The Aspen Highlands Metro District is located at the base of the world renowned ski mountain which it shares it's name. The metro district owns and operates the roadways, plaza areas, snow melt systems and irrigation systems. The district was formed in 2001 and consists of a commercial and residential entity in which an intergovernmental agreement forms the relationship to manage all assets.

The annual property taxes paid by each resident in Holland Hills comprise a portion of the annual operating revenue for the District, and also service debt for the water facilities constructed in 2004. Residents pay a mill levy to the District as part of their total tax bill.

The District’s legal water supply permits the withdrawal of 53.84 acre-feet per year of water (17,551,840 gallons) from a shallow aquifer near the windmill house. From the District’s well field, water is pumped approximately one mile and 200 feet in elevation to an above-ground storage tank in the BLM land. Water then travels by gravity to homes in the District. The water may be used for domestic use only.

Weed Control Summer 2011

Beach Resource will provide labor for weed spraying activities on common areas this growing season targeting thistle with the broadleaf herbicide, Milestone. There will be two applications and exact timing will depend on weather, typically early in the day, but an estimated first application will occur sometime in early June. Please watch for the flags that will be posted on sprayed areas and please keep pets and kids off areas for an hour after application.

Holland Hills Metropolitan District routinely monitors for contaminants in your drinking water according to Federal and State laws. The State of Colorado requires us to monitor for certain contaminants on a required schedule which varies year to year. Please find the Holland Hills monitoring schedule for 2012 here. The testing costs are a result of the specific tests required and the laboratory costs. Additionally the laborartory must be State certifited of which there are only a handful.
